Rebecca Seeley Harris is the UK’s leading legal expert in employment status, IR35 and off-payroll working. She established her consultancy over 25 years ago to support organisations and recruiters managing contingent workforces with labour supply chain compliance, helping them navigate employment status from both a tax and employment rights perspective. Rebecca also has extensive expertise in umbrella company policy and was commissioned to write an independent report on Umbrella Company Reforms submitted to the UK Government. She has also held senior policy roles including a secondment to the Office of Tax Simplification as a Senior Policy Adviser, where she contributed as a government expert on the Employment Status Review and the Small Company Taxation review. Rebecca is the Chair of the FCSA Independent Arbitration Panel and a member of both the Employment Status Consultative Committee and HMRC ES&I Forum.  She is frequently featured in national media, contributes to Tax Journal, Taxation Magazine and AccountingWeb, and is the author of CEST Explained, a practical guide to HMRC’s CEST tool.
